Are hockey helmets made out of plastic?

are those guys stupid? hockey has brutal hits just like football shouldnt the helmet be stronger? the % of concussions in hockey are 100 thousand more than in football .. why don't they make the helmet of something stronger? and for high schools in canada what is the head injuries and concussion percent?
