Law Quiz: What is wrong with this story?

Well most serial killers have an MO so looking for one person that kills in different ways doesn't seem logical. They should be looking for more than one suspect unless they have evidence connecting the murders. I just don't understand how they narrowed it down to a serial killer when all the murders were done in different ways
